The Government of Pakistan intends to hire a facilitator to prepare project proposal for preparation of 2nd National Communication for United Nations Framework Convention on Climate Change (UNFCCC). The detailed Terms of Reference are available on the website of this Ministry www.moenv.gov.pk
The specific roles and responsibilities of the facilitator are as follows.

Identify relevant existing and new stakeholders in the climate change and development context.
Develop a work plan for the consultations including for example , type of consultations including for example , type of consultations required working groups presentations and resource persons required , sources and provision of information and budget
Review the stakeholder analysis , identify gaps in stakeholders coverage and recommend the further approaches that should be made to individuals and organizations to fill those gaps.
To draft a report for approval by project manager or steering committee.

The facilitator should have knowledge of and experience in:

National planning processes in the country
National and international institutes and civil society groups in county
Country plans and priorities , especially in the area of environment and development and preferably in climate issues
Identifying assessing and summarizing key information based on specific objectives.

The individuals / firms having relevant experience are requested to submit their technical and financial proposals separately for the purpose within 15 days of the publication of this advertisement. The Competent Authority reserves the right to accept ort reject any or all proposals. The successful bidder will be required to complete the assignment within three months.
