Identification of Commercial Activities in HEIs

The higher Education Commission has been set up to facilitate development of universities of Pakistan be become world class centers of education and research. HEC aims at promoting the learning and advancement of knowledge in universities to mobilize , technical human and social resources for enhancing the quality of educational institutions n a continuous process for development.

The universities / higher education institutions (HEIs) meet their budgetary requirement with the assistance of Government grant as well as income from the tuition fees etc. as first and second stream of income for their sustainability. Higher Education Commission (HEC) intends to lessen their dependence on public funding and desires that public sector (HEIs should look at the third-stream income and engage in revenue generating activities through commercial management of assets, establishment trust, and development of endowment funds etc. Higher education institutions have a significant base of assets, predominantly in the form of land which presently are not being utilized to the optimum to generate significant funds as compared to their extent and value.

Accordingly International / National consultants firm with requisite qualification and experience are invited to submit their credentials on the prescribed format along with earnest money equal to 2% of the bid value.

Interested firms may download tender documents / Request for Proposal from the HEC website www.hec.gov.pk/tenders. The last date for submission of proposals / bids to March 25th, 2008 at :14:30 hrs . The bids will be opened on the same day in the presence of bidders on their representatives at 15:30 hrs in HEC. The financial proposals of only technically qualified firms will be opened later on HEC reserves the right to accept or reject all or any bid without assigning any reason.
