INVITATION TO BID FOR INFORMATION SYSTEM

Government Holdings Private Limited (GHPL), a state owned non-operating Oil & Gas Company incorporated under the Companies Ordinance  1984, working under the Ministry of Petroleum and Natural Resource.

Sealed bids are invited from well established firms, for providing integrated information system for finance and human resources. The firms having strong experience for designing, configuring, developing and implementation of in formation system are invited to participate.

Terms and Conditions:

1. Tender documents (Terms of Reference) can be obtained from the GHPL office during working hours from Monday-Friday, upon presenting details of the firm intending to participate.

2. Firms should submit a single package containing two separate envelopes having "TECHNICAL AND FINANCIAL" proposals marked in bold and legible letters.

3. The firms must provide proof of experience of designing, configuring, developing and implementation of information systems alongwith a, lists of clients, Projects completed, projects in hand, list of professionals on payroll of the firm and list of professional to be assigned to this project with their curriculum vitae.

4. The firm must be registered with Federal Board of Revenue for the sales tax and income tax, if applicable.

5. Firms must have minimum of Five years related experience in order to qualify technically along with technical requirements mentioned in the Tender Documents.

6. Bids should conform to the requirements of the tender documents; conditional bids will not be accepted.

7. An Integrity pact will be signed between the selected organization and GHPL.

8. The proposals must reach the office of GHPL before 12:00 noon on April22, 2008.

9. Technical proposals will be opened at 3:00 p.m. on April 22, 2008 in the presence of the representative of the participating firms, at House# 16, Embassy Road, G-6/4, Islamabad.

10. Technical proposals will be evaluated on the basis of (Evaluation Criteria) given in the tender documents.

11. Financial proposals of the technically qualified bidders will be opened at 3:00 p.m. on May 08, 2008 in the presence of the representative of the participating firms, at House #16, Embassy Road, G-6/4, Islamabad.

12. GHPL reserves the right, in its sole discretion, to reject any or all applications without assigning any reason thereof and no claim whatsoever shall be entertained in this regard.
