Invitation to bids for an integrated banking application (IBA)

We intend to purchase and install an integrated software application to support full-service banking operations and therefore wish to invite software firms specializing wish to invite software firms specializing in development and marketing of banking applications with extended sales / service experience. preferably in the microfinance sector to bid for our project. The procurement of the software application will be limited to qualified firms that are either incorporated in Pakistan or are reasonably represented in the country and are able to demonstrate a significant client base of their product. The bank invites sealed bids from qualifying bidders for supply installation , implementation and maintenance of the software solution that can support the following requirements.

• Capacity to service a million clients spread across multiple branches.
• Ability to operate in offline / online environments to enable branch banking services and back office processing at multiple centers.
• System to comprise of fully integrated modules of core accounting deposit and loan services risk management (credit underwriting and collections)  client relationship management report writing and other interfaces supporting mobile technologies and delivery systems.
• Solution built on open system architecture with tiered system security access and strong control feature at all levels.

Bidding Procedures

Bidding will be conducted in accordance with international best practices under two stage ; two envelope bidding procedure.

Two-Envelope Bidding Requirements

• A detailed technical proposal with system specifications and performance benchmarks on various operating systems along with proposed hardware.
• A financial proposals detailing basic licensing annual maintenance customization development training implementation and other relevant costs along with the cost of the hardware proposed in technical proposal.

Pre-bid Meeting

• A pre-bid meeting to address any queries is scheduled for 28th April 2008.
• The bidder may participate correspondence or attend in person.
• Pre-bid meeting schedule and venue will be released in the bidding document.
• Queries may be forwarded by 8th May , 2008. The bank will circulate amongst participating bidders only those queries participating bidders only those queries along with  respective responses that may affect procurement terms.

Bidding Documents

Purchasable with non-refundable fee of PKR 10,000 through a bank draft  favouring Khushhali Bank Limited.
