For The Global Fund Round-8

To fight AIDS, TB and Malaria (GFATM) in Pakistan

The Global Fund is a unique global public-private partnership dedicated to attracting and disbursing additional resources to prevent and treat HIV/AIDS, tuberculosis and malaria. This partnership between government, civil society, the private sector and affected communities represents a new approach to international health financing. The Fund works in close collaboration with other bilateral and multilateral organizations to supplement existing efforts dealing with the three diseases. The Country Coordination Mechanism, Pakistan (CCM) invites Expression of Interest (EOI) from the Public Sector, Private Sector , National and international NGOs based in Pakistan for submitting their expression of interest to join HIV/AIDS and TB the Global Fund grant. EOIs will be received will be reviewed in the with the short listing criteria to identify the potential SRs.

The short listed/selected organization either from government sector or the non government sectors (Private Corporate, Civil Society, NGOs, CBOs etc) will act as the implementing partners in close collaboration with National HIV/AIDS and TB Control Programmes to reduce the disease burden in Pakistan.

The Organization / NGOs submitting the Expression of interest (EOI) should preferably have experience of implementation of HIV/AIDS and TB Control interventions independently or jointly or in collaboration with National / Provincial / Districts AIDS and TB Control Program. The previous experience of collaboration with donors is highly desirable.

Bidders from Government, Private Sector and NGOs will be required to provide the following necessary documentation:

1. a) Brief description / profile of the Organization and Copies of registration related legal and documents.

B) An audit report for the last years from private sector/NGOs or proof of no outstanding audit deficiencies for Public Sector.

Failure to provide either of these documents will debar bidders from the process.

For the purpose of evaluation bidders must provide evidence of the following.

1. Organizational Capacity in terms of technical / administrative / financial management of public health sector development programmes.

2. Details of Health sector development interventions/ initiatives an the geographical coverage/locations of implementation.

3. HIV/AIDS & TB related Scope and Value of Programmes implemented.

4. Last years Annual / Quarterly Process Reports.

The EOI should be sent in an envelope mentioning "Expression of Interest GFATM Round-8. Please Submit a Separate set of documents (EOI) in a separate envelop for each programme HIV/AIDS. TB indicating on each envelop i e. EOI for HIV/AIDS or EOI for TB. Closing date for receiving EOI is May 8, 2008 before COB 2:00 pm at the following address.
