End Project Evaluation for 'GFATM Community Based Drop-in-Centers for Street Children Project being implemented by PAVHNA
The Global Fund to Fight AIDS, TB and Malaria (GFATM) was established to attract, manage and disburse additional resources through a new public private partnership that will make a sustainable and significant contribution to the reduction of infections, illness and death, thereby mitigating the impact caused by HIV/AIDS, TB and Malaria in countries in need, and contributing to poverty reduction as part of the millennium development goals. Access to and availability of health products/medicines, diagnostics and preventive technologies such as bed nets and condoms, among others, will be crucial in achieving this goal.
The National AIDS Control Program is the 'Principal Recipient (PR) of the GFATM Round 2 proposal funds with PAVHNA as one of the important sub-recipients for this project. The overall objective of this component of the Global Fund Round 2 project is 'To reduce vulnerability of youth to HIV/AIDS through increase knowledge and practice of HIV preventive measures.

The office of the Principal Recipient (GFATM/NACP) invites request for proposals (RFP) from the eligible consultancy firms/ organizations/ institutions to undertake an independent assessment of overall performance under the component vis-a-vis the quality and coverage of services of street children in the project catchments areas in line with the project targets.

To assess the performance of SR and SR(s) in effective delivery of services and provide insight into the relationship between the two for more effective implementation.
The Consultant / Firm / Organization / Individual/Institution would be selected as per the Global Fund Procurement guidelines for consultant services.
The budget available for the subject activity is Rs. 600,000 (Six Hundred thousand)
The PR office invites interested consulting firms / organizations / individuals / institutions to provide their technical and financial proposals in separate sealed envelopes with in the said budget.
Responses to this request proposal must be submitted on or before 21st May 2008 at 11:am. The proposals will be opened the same day at 11:00 am in the office of Project Manager GFATM.
Interested consultants may obtain additional information on written request from the Office of the PR-GFATM/NACP, National Institute of Health, Chak Shahzad, Islamabad from 0900 to 1400 hrs. The TOR's and the evaluation criteria can be download from www.nacp.gov.pk
