DEVELOPMENT AND OPERATION OF TEST-PIT IN THE THAR COALFIELD

Ministry of Petroleum & Natural Resources (MPNR) envisages development of a test-pit of 1/2 km x 1/2 km for preparation of a Bankable Feasibility Document for coal mine development based on Thar Coalfield Block-ll Sindh Province. Therefore, MPNR invites ''Expression of Interest''(EOI) from reputed international Consultants/ Firms for above tast including but not limited to, the following:

a. Collect and review all available relevant exploration information

b. Selection of the site for the carrying out  hydrological study.

c.  Selection of the site fo9r the development of test pit.

d.  Establishment of basic design of the pit.

e. Establishment of the engineering and costs for the development and operation of the test pit.

f. Operation of test pit to produce the information and data required.

g. Operate the test pit to produce information on the presence of underground aquifers.

h. Operate and maintenance of the Test-Pit for a specific period of time.

I. An environmental impact study and Social impact study.

The assignment is expected to be complete in 24 months:

Interested Consultants including Companies/ JV's /Consortia must provide the information indicating their adequate track record to take up such assignment, with proof of their being qualified to perform the services supported with conditions/region, availability of appropriate skills at the address mentioned below with in 4 weeks of the publication of this notice. The EOI will necessarily have to be accompanied with a Bank Draft of USD 2000 (USD two thousand only) or PAKRS. 1,26,000 (One hundred and twenty six thousand Pak Rupees) in favor of "Project Director, Development and Operation of Test-Pit Comprising Block-ll of Thar Lignite Resources, Sindh - Apilot Analysis" payable at Islamabad-Pakistan, as a non-refundable processing fee.

The EOIs should include:

1. The details of similar assignments undertaken during the last 5 years indicating the name of client, contract price; start and completion dates.

2. Financial stability certificate from Bank.

3. Annual turnover for the last 5 years .

Consultants will be selected adhering to the criteria prescribed by the Planning Commission of Pakistan. The interested Consultants may obtain the detailed TOR from Website PPRA or at address given below during working hours from 0900 to 1500 hours (Pakistan Standard Time) on or before July 07, 2008. MPNR will not reimburse any cost or expense incurred in connection with the preparation or delivery of EOIs and reserves the right to accept or reject any or all EOIs without assigning any reason thereof.
