The Canadian International Development
Agency (CIDA) is seeking a senior professional to work as a Governance Advisor,
based at its Program Support Unit (PSU) in Islamabad. This post is primarily
responsible for coordinating and facilitating CIDA Pakistan's work in the area
of Democratic Governance. The length of initial contract is 1 year. The duration
of assignment is renewable (at CIDA discretion).
The advisor shall work under the
supervision of the Canadian Field Representative for Democratic Governance. Some
of the major tasks will be to:

Advise CIDA project teams visiting
Pakistan, regarding Democratic Governance issues.

Assist actively in the design,
monitoring and evaluation of Democratic Governance Programming.

Identify short and long term project /
program opportunities for Democratic Governance initiatives that will
strengthen and support the goals and objectives of CIDA Pakistan's Country
Strategy Framework

Develop dynamic working relationship
with other CIDA advisors (gender, education and health portfolio), donors,
civil society organizations, and as appropriate provide advice on synergies
that could be developed among CIDA's governance, education gender and health
projects.

Analyze relevant media information as
and when required.

Participate in and contribute regularly
to CIDA field staff meetings and Partners forums, democratic
governance-related donor group meetings, briefing, debriefings etc and produce
reports of such discussions forums as and when required to.
QUALIFICATION / EXPERIENCE:
A PhD or Masters degree in Social Sciences
from a recognized university in Pakistan of abroad and approximately 10-15 years
of relevant experience international qualifications would be considered an
asset.
MANDATORY SKILLS:
-
An in-depth working knowledge of
Democratic Governance in Pakistan, and its associated systems and processes.

Excellent interpersonal skills and the
capacity to maintain strong networks and communications with key stakeholders
involved in the Democratic Governance reform process (GOP departments, Civil
Society Organizations, etc.)

Working knowledge of gender programming
and results - based management (RBM).

Demonstrated experience of working with
donor networks.

Powerful writing and verbal
communication skills in English and Urdu, Fluency in one or more of Pakistan's
regional languages would be an asset:

The ability to meet light deadlines.
