MSW to RDF IOP

INVITATIONS OF PROPOSALS

City District Government Rawalpindi invites the interest parties to offer their interest for the utilization of municipal solid waste (MSW) from the dumping site. The parties will make investments regarding making Municipal Solid Waste to RDF (refused derived fuel) the alternate source of fuel.

The parties should have sound financial background and their own project where they will use of RDF as the alternate source of fuel.

The interested parties should send their letters of interest before 25-06-2008 to the office of Executive District Officer Municipal Services District Court Rawalpindi. The letter of interest should include their financial position, past experience, future planning machinery details and terms and conditions of the project.

For further information and details interested parties can contact the EDO (MS) or District Officer (Solid Waste Management) City District Government Rawalpindi.

The main criteria for selection of the eligible companies would be as under:-

  1. The project will be initiated on the basis of Public Private Partnership.
  2. The companies should have the experience and back ground of executing and completing such projects successfully nationally or internationally.
  3. The Companies may propose a system o municipal solid waste which is environment friendly with emphasis on greater care for the air, water channels at the land fill site and its surroundings.
  4. The system should not permanently damage the underground water system.
  5. The system should not require land in excess of what will be made available by the City District Government at the Losar Site.
  6. The by-products generated from the municipal solid waste should be recycled in to usable material not harmful to the land, air or water channels adjoining the collection site.
  7. The system proposed should be installed and operated within the collaboration of international companies of good repute, having sufficient experience in the relevant field and having adequate references of the purposed systems at world wide locations.
  8. All the systems proposed should be in conformity with the mechanisms set up under the Kyoto protocol to the 1992 United Nations frame work convention on climate change (UNFCCC) implementation, under the clean development mechanism for the mitigation of the Green House Cases.
  9. The systems proposed should have sufficient capacities to cater for the future increase in MSW generated with in the city limits.
  10. A time for the project should form part of the offers submitted. The systems proposed keep in to consideration the shortest time frame of implementation and start up.
  11. Authority competent to accept the offer shall have right to reject any offer, without assigning any reason.
