Access to Justice Program (AJP), RFP

INVITATION OF APPLICATIONS FOR FUNDING OF PROJECTS FROM ACCESS TO JUSTICE DEVELOPMENT FUND (AJDF)

  1. The Law and Justice Commission of Pakistan (LJCP) plans to support projects in the justice sector under the Access to Justice Development Fund (AJDF). This Fund is a statutory endowment to improve citizens' access to justice through promotion of legal empowerment, legal/judicial research, legal education and development of subordinate judiciary. AJDF is an important part of the ongoing Access to Justice Program (AJP), which is currently being implemented by the Government of Pakistan.
  2. Eligibility Criteria to Access Funds
    Academicians, researchers, civil society organizations, Lawyers, students of law Universities/Colleges and other individuals interested in the justice sector reforms are eligible to access funds under AJDF.
  3. Interested organizations/individuals are requested to submit proposals to LJCP Secretariat as per details given below;
  1. Legal Empowerment Fund
    Proposals are invited to undertake;
    (i) Clinical legal aid (related to violations of fundamentals rights especially on matters concerned with criminal justice);
    (ii) representation in public interest litigation;
    (iii) Public awareness and legal literacy campaigns and
    (iv) awareness on environmental laws.
  2. Fund for Legal/Judicial Research;
    Proposals are invited to undertake
    (i) Legal and judicial research aimed at improving the delivery of judicial and legal services and the quality of the judgments;
    (ii) initiatives to reform laws and advocacy related endeavors.
  3. Fund for Innovations in Legal Education
    Proposals are invited to undertake
    (i) innovations in legal education and development of curriculum;
    (ii) Improving standard of legal education;
    (iii) Improvement in legal professional standard

D.      Project Proposal: essential requirements
          No Proposal for a project shall be entertained unless the following essential requirements are fulfilled:

  1. Personal or organizational profile as the case may be.

  2. In case of an organization, proof of registration of the organization, if nay

  3. Full details of the individual/team members of the project including their educational qualifications, CNIC, and its relevance to the proposal submitted.

  4. Percentage of the legal component in the project.

  5. Project team must have a majority of lawyers.

  6. Audited accounts for the last three years.

Important Instructions for applicants:

  • Relevant Government Rules/Procedures shall apply regarding disbursement, management and utilization of funds.

  • Incomplete and late submission of project proposals will not be entertained.

  • Proposals should be focused on single objective instead of mixing up of numerous activities of different nature.

  • The project proposal should have fully justified cost estimates.

  • Interested organization/individuals are requested to download application forms/criteria and instruction for filling in forms from LJCP website at www.ljpc.gov.pk or write to LJCP for accessing a hard copy of the desired documents.

  • Application must be on proper format and in binding form.

  • Applications/proposals received through E-mail shall not be entertained.

The last date for submission of applications is 31st October 2009.
