AUTOMATION
OF TAX COLLECTION
1.NADRA is in the process of
selecting a vendor for the Automation of Revenue Tax Collection through High
Security Elements in Pakistan. NADRA tends to follow the
International Framework Convention applicable on respective industries in
implementing this project. All potential vendors must go through stringent
pre-qualification criteria.
2.NADRA plans to undertake the said
project in phases, initially tobacco industry will be facilitated through the
proposed system followed by medicines, beverages, food and consumables,
electronics and other consumables.
3.Prospective partner should be able
to provide a turnkey solution while ensuring but not limited to the following
a)Secure supply chain and logistic
management compatible with international standards
b)A comprehensive web enabled secure
track, trace and a authentication system
c)All software and hardware
necessary to drive the personalization / lable application system
d)Full-cycle security-printing on
paper and plastic substrates
e)Full-cycle demetallised
holographic security production
f)Software
development and integration of IT systems
g)Personalization equipment provider
for documents and electronics chips
h)Capacity to enter into a
partnership for setting up domestic production facilities
i)Proven
track-record of substantial economic impact from project implementation in
geographic areas comparable to the Islamic Republic of Pakistan
4.Established firms having the proven
track record of successfully implementing similar projects are invited to submit
their EOIs along with the following documents.
a)Name, address and the legal status
of the firm
b)Details of similar assignments completed
c)Financial position of the firm
d)Outline methodology for undertaking
the project
i.Proposed
Design of the Tax Stamp highlighting the security features and the ability to redesign
the authentication label
ii.Experience in developing the infrastructure
similar to envisaged for this project and in conformance with international standards.
iii.Production capacity of secure documents
iv.Project Management and R&D capabilities
v.Training, customer and technical support
and post sale service capabilities
vi.Conformance to industry related specific
guidelines and applicable domestic or international laws
vii.Customer references
5.Financial cost of the entire project
will be borne by the partner
6.The EOI document should be submitted
in a sealed envelopes clearly marked “Expression of Interest” on or before January 12th
2009 at 11:00 am
7.Only short listed firms will be issued
