  1. The Government of Pakistan (GoP) is committed to facilitate continued development and use of state of the art telecommunication infrastructure and services in an open competitive market for the explicit purpose of enhancing security, competitiveness, economic growth and
    CONSULTANCY FOR REVIEW AND INTEGRATION OF TELECOMMUNICATION POLICIES OF PAKISTAN

    the quality of life of all citizens. For the development of fairly competitive telecom markets the Government of Pakistan has been following the policy of reforms for about a decade through well defined legislative, policy and regulatory framework. Deregulation policy for the Telecom sector, Cellular Mobile and Broadband policies have been at the core of the substantial development of the markets and achievement of significant gains for both the consumers as well as market players. However, the term of the policies has matured and service delivery mechanisms have undergone radical changes since the inception of policies.
  2. To achieve the objectives for continued growth of the telecommunication sector through review of the current policies and to better align the policy structure to the current needs, the GoP through National ICT R&D Fund, invites eligible consultants to submit proposals to render consultancy assignment. The consultants should be of international repute having requisite expertise for the accomplishment of the tasks laid down in the Terms of Reference (TOR). Interested parties are required to provide full information establishing their eligibility to perform the service along with description of similar assignment executions, appropriate skills, CVs of professional staff and detailed company/individual profiles.
  3. The details about consultancy tasks, scope of work, submission deadline, Request for Proposals (RFP) and the deliverables are available at www.ictrdf.org.pk and www.moitt.gov.pk . Interested parties may also obtain further information and RFP documents from the address given below.
