 EXPRESSION OF INTEREST NOTICE
 1. The Government of Pakistan has received a US$ 20 million Technical Assistance (TA) Loan from the special Funds resources of Asian Development Bank (ADB) towards the cost of Access to Justice Program (AJP). The Program Management Unit (PMU), AJP intends to apply a portion of the proceeds of this TA loan to eligible payment under this contract. The terms and conditions of the contract (contracts) and payments by the ADB will be subject to the terms and conditions of the loan management, including the guidelines on the use of Consultants by ADB and its borrowers. Except as ADB may specifically otherwise agree, no party other than the PMU, Ministry of Law, Justice and Human Rights shall derive any rights from the loan agreement or have any claim to the proceeds of the loan.
 2. The PMU intends to implement the approval proposal "Phased Training Program in Management Skills for the officers of Lahore High Court, Lahore" under the TA loan.
 3. Expression of interest (EOI) is invited from eligible consulting firms for implementing this proposal. Interested eligible consulting firms are required to use standard EOI format available at http://www.adb.org/Consulting/EOI-firms.pdf. The consulting firms are required to attach proof of their legal existence and financial health as part of this EOI.
 4. The consulting firm shall be selected and engaged by following the Asian Development Bank's Guidelines on the Use of Consultants by ADB and its Borrowers-2007.Background information on the assignment may be obtained from the undersigned on any working day between 10:00 am to 2:00 pm. at the address given above.
 5. Eligible consulting firms shall be short-listed against evaluation criteria that assess an eligible firm technical strength (general and specific qualification and experience) and organizational strength (staffing, financial strength etc.).
 6. EOI complete in all respects must be delivered at the address given above within fifteen (15) days of the date of publication of this EOI notice. Further information and clarifications on the subject may be sought from the PMU at the address given above.
