POLITICAL PARTY DEVELOPMENT PROGRAM

The United States Agency for International Development (USAID) Pakistan intends to fund a new five-year Political Party Development Program (PPDP). It is anticipated that subject to the availability that subject to the availability of funds up to $21 million may be made available to fund this activity over the life of the project. The award recipient will be responsible for enhancing the ability of political parties in Pakistan to contribute to democratic policy-making and governance processes at the national and local levels in a more open research-driven and representative manner and there generate greater public trust and confidence in their ability to govern and effect positive police change.

USAID intends to make an award for an initial two years period. Towards the end of the second year an external evaluation will be conducted to assess performance and impact determine whether the program should be continued and if so inform the direction of follow-on activities during the remaining three years. The program will be implemented through a competitively awarded cooperative agreement with a qualified international or Pakistani partner. A consortium approach would be favorably considered. USAID encourages qualified Pakistan organizations with demonstrable technical and financial ability and having experience in managing these types of programs for international donor agencies to consider submitting their applications for this program.
