INVITATION FOR "PROPOSALS"

Study on Prevalence of Sexually Transmitted Infections (STIs) Particularly Syphilis Among Antenatal Attendees

This request for proposal follows the general procurement notice for the project that was published in the Development of Business Issue # 576 of February 16, 2002 and the advertisement appeared in national dailies on 3rd December 2006.

  1. The Government of Pakistan has received a credit from the International Development Association in order to implement an Enhanced HIV/AIDS Control Programme aimed at strengthening the efforts to control spread of HIV. Currently Pakistan has a low prevalence of HIV infections, and cases have mostly been reported among vulnerable/high interventions providing a package of services to facilitate behavior change among these populations is critical to avert a larger epidemic in the country. The programme is being implemented in all provinces and AJK to address the challenge in a systematic manner.

  2. NACP now invites eligible consulting Firms/NGOs/Organizations/Institutions/Consultants (hereafter referred to as consultants) to submit their "Technical & Financial Proposals" in carrying out the study "Prevalence of Sexually Transmitted Infections (STIs) Particularly Syphilis Among Antenatal Attendees" in Pakistan.

  3. Interested consultants must provide documentary evidence indicating that they are qualified to perform the Service (Brochures and company profile/past experience of working in the social sectors especially with the vulnerable population, examples if any of undertaking similar assignments, particularly in Reproductive Health, HIV and STIs in Pakistan or in South Asia, etc). Consultants may associate to enhance their qualifications.

  4. A consultant will be selected in accordance with the procedures set out the World Bank's Guidelines: Selection and Employment of Consultants by Bank Borrowers, January 1997, revised January 1999 and April 2004 under "Small Contract of Consulting Services-Small Assignments (Lump-sum Payment Fixed Cost)".

  5. Interested Consultants may obtain additional information/TORs/background documents from the National AIDS Control Programme at the at the address given below from 0900 to 1400 hours during working days upon payment of a non-refundable fee of Pak Rupees 500/- (Five hundred Only) in Cash. The firm having least financial (evaluated) cost subsequent to the qualification of identified minimum technical score would be contacted.

  6. The proposals, clearly mentioning the name of study & the firms/consultant(s)/organization(s)/NGO(s) on the envelope, should reach the address mentioned below by 1500 on 1st August 2007. The Ministry of Health reserves the right to accept or reject any proposal/all proposals without assigning any reason thereof.
