PUBLIC PRIVATE PARTNERSHIP PROVISIONS
The Government of Pakistan has embarked on an ambitious program for development of Infrastructure Projects in the country under the Public - Private partnership (PPP) modality. In this regard, Infrastructure Project Development facility (IPDF) has been established by the Ministry of Finance as a focal point to coordinate the formulation of a cohesive legislative, policy and contractual framework for PPP projects in the country, which can then be adopted as the basis for PPP projects nationally.
In this regard , keeping in view the international best practices, IPDF has prepared and placed on its official website (www.ipdf.gov.pk) the draft standardized PPP Provisions and draft model PPP Agreement to facilitate the Public and Private Parties to expeditiously achieve financial close in PPP projects and successfully implement the PPP Agreement in an efficient manner.
Given the importance of the PPP program for infrastructure development , IPDF intends to finalize the PPP framework through an interactive consultative process involving the public and private stakeholders. Accordingly , IPDF invites interested parties / stakeholders to review the draft standardized PPP Provision and the draft PPP Agreement and welcomes their comments on these documents.
Interested parties / stakeholders are requested to send their comments preferably via email to the following email address: standardization@ipdf.gov.pk or by mail to the address given below latest by 25th July 2007. Comments should also include the sender's name and contact details.
As part of this consultative process, IPDF also intends to hold workshops / seminars in Karachi , Lahore and Islamabad on the draft standardized PPP Provisions and the draft model PPP Agreement. Interested parties / stakeholders desirous of participating in these workshop/ seminars are requested to forward their interest in attending these workshops / seminars, indicating the organization, name of partcipants(s) and the preference of location to IPDF latest by 25th July 2007 either via email or the address given below. Given the limited number of openings and to ensure focused discussions, IPDF reserves the right to limit the participation in the workshop / seminar to a maximum of 3 people from each respondent party for any of the workshops / seminars.
