Strategic Environmental and Social Assessment
The Government of Pakistan has received a Grant from the Government of Japan-Policy and Human Resource Development (PHRD) Grant-for the preparation of the Mineral Sector Technical Assistant Project (MTAP) to support the development of the natural resources sector, in particular in Balochistan Province, and intend to apply part of the proceeds for consultancy services. At this time, the MPNR is seeking to identify firms with appropriate environmental and social experience to assist the Ministry by carrying out Strategic Environmental and Social Assessment (SESA) for Pakistan and the province of Balochistan. The major tasks within the scope of services include:

Analytical component: baseline assessment to collect and review relevant information in terms of production, environmental and socio-economic issues related to mining in Pakistan and Balochistan; stakeholder analysis and political economy of the mining sector, identification of environmental and social priorities.

Participatory Process: consultation meetings with stakeholders at both federal and provincial levels; community discussion; prioritization of environmental and social issues relating to mining, with special emphasis on most vulnerable groups.

Recommendations: policy implications; mitigation measures; reform recommendations based on both analytical work and discussions with the stakeholders.
The ministry of Petroleum and Natural Resources now invites eligible firms to indicate their interest in providing consulting services. Interested firms must provide information indicating corporate qualifications to perform the services (brochures, description of similar assignments, skills among staff, etc). Firms may associate to enhance their qualifications.
A firm will be selected in accordance with the procedures set out in the World Bank's Procurement Guidelines: Selection and Employment of Consultancy by World Bank Borrowers (May 2004).
