RE-INVITATION FOR REQUEST FOR PROPOSALS
The Federal Board of Revenue (FBR) Islamabad, (herein after called "Client"), the executing agency for the Project to "Build, Implement, Maintain / Upgrade an Automated Nation Wide Commercial Community Single Window on DBFO Basis, under the Nation Trade Corridor Improvement Program of Government of Pakistan, is in process of Creating a Public Private Partnership Company (PPP) (herein after called "New Co").
2. The client invited Expression of Interest from firms interested in creation of a New Co with the Client on PPP / DBFO basis for the purposes of building Pakistan Automated Commercial Community System (PACCS ). RFP is being issued to the short listed firms which can be viewed at http://www.cbr.gov.pk/tenders/2007/ . The submission of proposals will be followed by evaluation, selection, negotiation and signing of contract with the successful firm.
3. The Client desires to engage the services of a well reputed internationally recognized firm to oversee and exercise due diligence over the entire process of evaluation, and assist in negotiations and finally contracting of the selected firm. Proposals are invited from interested firms meeting the following minimum criteria:
a.
- Experience of evaluating and grading Technical and Financial proposals of PPP projects in atleast two countries; (please provide references)
- Experience of negotiating service level agreements for PPP in atleast two countries (please provide references); and
- Experience of finalizing service level agreements / contracts of PPP projects in atleast two countries (please provide references);
b. Have a strong team of experts that would be available for the duration of the assignment with following expertise; (please provide details of earlier work done);
- Experience and knowledge of Customs, Customs Automation, Integrated tariffs, Risk Management Systems, Revised Kyoto Convention, WCO data model, IMO FAL convention.
- Experience in and knowledge of Single Window Systems, prevalent financial models for transactional and other charges in other countries, Recommendation 33 of the UN / CEFACT.
- Experience and knowledge of legal issues involved in creation and running of PPP models.
4. A firm will be selected as per Quality, and Cost-Based Selection Method described in this RFP.
5. Interested firms are requested to download the RFP from http://www.cbr.gov.pk/tenders/2007/
6. Proposals must be submitted to the undersigned by 28th July, 2007 by 1500 Hrs.
7. Proposals must remain valid for 120 days after the submission date.
