Government of Azad Jammu & Kashmir through the Local Government & Rural Development Department, is executing, a World Bank assisted Project titled Community Infrastructure & Services Program: One of the key components of the project is community development. To ensure active participation of the local community in the development process, the Project management has prepared a training program to build their capacity. The training program, Health, Environment and Sanitation Awareness (HESA) is expected to be commissioned by the third week of July 2007. It is expected that 40 training events across the State at union council levels be held in period of a month.

CISP now solicits technical and financial proposals from NGOs/Training providers (prior 5 years relating to health, environment and hygiene experience) having 5 years experience of undertaking community based training (experience of AJK will be preferred). The selected Firm/NGO/Training provider will be hired through this single stage procurement. Eligible Firms/Organizations/NGOs are hereby requested to submit their detailed technical proposal covering the general experience, relevant experience of HESA training, CVs of proposed trainers/resource persons, approach and methodology (max. 10 pages) and the work plan along with a financial proposal (in a separate envelope) covering all the training planning, development and delivery cost including overheads and management to the undersigned within 15 days of appearance of this advertisement in the newspaper.

The training provider will be engaged on quality and cost basis. The highest ranking organization will be invited or contract agreement. The competent Authority, reserves the right to accept or reject all or any of the proposals without assigning any reason thereof.
