Infrastructure Project Development Facility (IPDF) established under the aegis of Ministry of Finance Government of Pakistan (GOP) to coordinate and promote public private Partnership (PPP) activities in infrastructure projects is seeking to recruit qualified and task oriented candidates to lead the effort in the financial analysis and structuring of Multi Purpose Dams and energy related projects. The principal responsibilities of the Head of Multi Purpose Dams and Energy Project section will include:
- Development of a comprehensive analysis of financial resources available with GoP, and the local and global financial and capital markets in relation to funding of these costly infrastructure projects
- Identification of the various debt and equity financing options that the GoP can use to fund these projects. These options should be in line with global principles and cover both local and international markets
- Review of the administrative, institutional and legal framework required for the implementation of those projects and possible private sector participation.
- Recommending measures that should be taken by the GoP to address and fix constraints limitations and bottlenecks in the financing supply chain.
- Recommending financial, commercial and institutional framework required for the implementation of these projects .
- Analysis of risk allocation and development of an appropriate risk profile for the projects.
- Development of an integrated computerised financial analysis system (hardware and software) analysing large energy projects.
- Liaising with financial and legal advisors for each coordinate their work.
- Take the lead in interacting, discussing and negotiating, discussing and negotiating with relevant stakeholders including the relevant ministries, government institutions, provincial governments, DFIs, finance companies, commercial and underwriters or financial advisors.
- Perform such other tasks assigned by the CEO as may become necessary.
The candidate for the above assignment should ideally have academic as well as work experience in fields of project finance and / or infrastructure development and meet the following criteria and qualification:
Criteria and Qualifications:
- Well-qualified professionals of integrity and competence with a minimum of fifteen (15) years experience and accredited post-graduate professionals degree from a reputable institution in Business, Finance, Economics, Accounting or related discipline
- Successful and verifiable experience in investment banking project finance and / or hydroelectric projects.
- Relevant engineering background would be desirable.
- A demonstrable record of increasing progressive responsibility and leadership.
- Experience in Project management and drafting of project documents and Agreements .
- Knowledge of Corporate affairs and regulatory design and frameworks.
- Proficiency in computer and communication skills.
- Must be able to work independently as well as part of a team.
- Must be a good manager who is driven and proactive.
Emoluments & Tenure:
Attractive salary package commensurate with experience and qualification will be offered to selected candidate. The selected candidates shall be appointed for an initial terms of three years (with an initial probationary period of 3 months) and shall be eligible for further reappointment upon satisfactory performance.
