Development of National Coal Policy of Pakistan

Ministry of Petroleum and Natural Resources, Government of Pakistan is in the process of formulation of National Coal Policy.  It is seeking to identify firms with an appropriate experience to assist the Ministry in formulation of National Coal Policy.  The major activities within scope of services of the selected firms includes following:

i.    Development of policies, plans, programme, projects and their implementation mechanism.

ii.   Suggest methodology to enhance coal production from the existing proven coal reserves, setting up of down stream coal mining industry by adoption/utilization of latest technology.

iii.    To make Pakistan competitively attractive for investment in coal mining, suggest viable fiscal package of income tax, royalty, custom duty rates etc.

iv.    To design a viable layout for coordination between federal and provincial governments/institutions keeping in view the requirements of 1973 Constitution of Islamic Republic of Pakistan.

The Ministry of Petroleum and Natural Resources now invites eligible firms/individual consultant to indicate their interest in providing consulting services.  Interested firms must provide information indicating corporate qualifications to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc).  Consultants may associate to enhance their qualifications.

A consultant/firm will be selected in accordance with the procedures set out by Planning Commission of Pakistan.  It is expected that Consultant/firm have to visit all provinces and other stakeholders to collect base line information and issues of all the stakeholders.
