Request For Proposal
For Establishment, Operation, Management
and Maintenance of Fuel Stations at Mini Service Areas on Islamabad -
Peshawar Motorway (M-1)

National Highway Authority intends to
construct mini services areas at Km 4 and Km 106 (both sides) of
Islamabad-Peshawar Motorway (M-1) NHA hereby invites proposals from reputable
licensed Oil Marketing Companies (OMC's) for providing vehicle refueling
(filling station), food / beverages (Tuck-shop) and related customer services
facilities at these mini services areas on M-1 on urgent basis.

The companies need to establish operate,
manage and maintain the following facilities to provide above mentioned
services.
3. The
request for Proposal (RFP) can be purchased from the office of General Manager
(Operations), address mentioned her in below, on any working day during office
hours from the date of the publication of this Notice, upon submission of a fee
of Rs. 500 in shape of Bank Draft / Pay Order in the favour of National
Highway Authority as cost of RFP. It can also be downloaded from the NHA website
www.nha.gov.pk but in this case the
fee is to be furnished at the time of submission of RFP. A soft copy of the
company profile and RFP is also required to be submitted in PDF format (it is
mandatory).
4. A
pre-proposal conference is scheduled to be held on 20th August 2007 in
the office of General Manager (Operations).

The request of proposals complete in all respects must be submitted on or before
11:00 hrs, 5th September 2007 in the office of General Manager
(Operations) addressed at the address mentioned here-in-below.
6. A
two envelop one containing Technical Proposal and the other for Financial
Proposal. Initially Technical Proposals will be opened immediately after the
submission, Further details will be provided in RFP.

All proposals must be accompanied with the Bid security as mentioned in the
shape of Bank Draft/Pay Order in favour of National Highway Authority,
Islamabad.
8.
The interested parties must get themselves acquainted with the site conditions
prioir to submission of proposals.
9.
Further details (if any) can be obtained from the office of General Manager
(Operations) during working hours.
10.
National Highway Authority reserves the right to reject any or all the
applications without assigning any reason(s) thereof.
