Applications for Pre-Qualification from Internationally Reputed Contractors.

The Government of Pakistan intends to establish a number of technical universities and integrated technology parks (Universities of Engineering, Science and Technology of Pakistan, UESTPs) on green field sites near cities in Pakistan.

Pre-qualification applications are invited from internationally reputed contractors for the construction of these universities according to requirements outlined in the contract documents based on advice from the consultants appointed by HEC for planning, design and supervision. Alternatively HEC will consider turnkey pre-qualification bids from contractors who are able to offer, planning, design, construction maintenance and operation of the works for specified periods. The scopes of work will inter alia include the following.

1. The infrastructural development of the sites (roads, water, supply, sewerage and sewage treatment systems, water treatment plants, storm water drainages systems, electricity generation and supply, gas supplies, IT infrastructure.

2. University buildings for teaching and administration, research laboratories, workshops, libraries, IT centres, conferences centres.

3. Faculty residences, student hostels and amenities for sports, culture and recreation.

4. Technology park layout and infrastructure including shell buildings for small and medium size high tech companies and incubation centres for start=up enterprises.

The programme requires the development of a number of green field sites ranging in area from 130 to 675 acres and the construction of approximately 3.5 million square feet of buildings at each site. All construction is expected to be completed within five years from the start date.

Applications for Pre-qualification are invited to enable HEC to shortlist contractors who will subsequently be invited to submit detailed bids as per requirements of HEC's Construction Documents/TORs Pakistan Engineering Council guidelines and PPRA rules. Foreign contractors may be required to work in association with internationally reputed, Pakistani and expatriate architects and consultants appointed by HEC for design and supervision.

Applicants should provide all essential details including company profile, legal status, project related experience during the last 10 years, similar works in hand, financial details such as audited balance sheets for the last few years, numbers of permanent staff, names of personnel who may be earmarked for the project planning, design and/or execution together with their CVs brief profiles of key management personnel and technical experts, sub-contractors who may be associated with the projects.

The validity of the applications will be for a period of one year from the last date fixed for their receipt. All pre-qualification bids should reach the address stated below by 31st December 2007. HEC reserves the rights not be pre-qualify any or all bids without assigning any reason.
