INVITATION FOR BIDS

The Government of Pakistan has received a credit from the International Development Association (IDA) in various currencies towards the cost of National AIDS Control Programme (NACP). It is intended that part of the proceeds of this credit will be applied to eligible payments under the contact for the Procurement of "Laboratory Consumables and regents for HIV Treatment Centre" for National AIDS Control Programme, Islamabad.

2. The National Programme Manager, National AIDS Control Programme, National Institute of Health, Chak Shahzad, Islamabad now invites sealed bids (with duties/taxes such as income, sales & customs) from eligible bidders for the supply of brand new and used "Laboratory Consumables and regents for HIV Treatment Centre"

3. Interested eligible bidders may obtain further information from and inspect the bidders documents from the office of National AIDS Control Programme (NACP), National Institute of Health (NIH), Chak Shahzad, Islamabad. Telephone Nos: 051-9255242 / 9255367-8, Fax: 051-9255214.

4. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to above and upon payment of a non-refundable fee of pak Rupees 500/- (Five hundred only) in cash/Bank Draft/call Deposit (in the name of National Programme Manager, NACP).

5. The provisions in the instructions to Bidders and in the General Conditions of Contract are the provisions of the World Bank Standard Bidding Documents: Procurement of Goods for National Competitive Bidding, Pakistan, Part One.

6. Bids must be delivered to the above office on or before 1100 hours on 27th November 2007 and must be accompanied by a bid security @ 2% of the total quoted bid value in shape of a Bank Draft/Call Deposit in the name of National Programme Manager, National AIDS Control Programme, Chak Shahzad, Islamabad.

7. Bids will be opened in the presence of bidders or their authorized representatives who choose to attend at 1130 hours on 27th November, 2007 at the office of National Programme Manager, National AIDS Control Programme, Chak Shahzad, Islamabad.

8. The bidders are requested to give their best and final prices as no negotiations are allowed under the World Bank procurement guidelines.

9. The bidders are eligible to bid for the complete package for a single item. Bids containing overwriting or incomplete in terms of documentations as requested in bidding documents will not be accepted.

10. As provided in the Bidding Documents, bidder(s) engaged in corrupt or fraudulent practices (including collusion/pooling) will be declared ineligible either indefinitely or for a stated period of time.

11. The Ministry of Health reserves the right to accept any bid without assigning any reason to the bidders(s) under the rules.
