TVET Reform Support Programme

Deutsche Gesellschaft fur International Zusammenarbeit GIZ GmbH supports the German in achieving its objectives in the field of international cooperation for sustainable development.

The TVET Support Programme co-financed by the European Union, the Embassy of the kingdom of the Netherlands and the Federal Republic of Germany and implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is seeking suitable candidates for the following position for its office in Islamabad.

Job Title: Junior Communication Officer (Reference no. TVET 2013/022)

Qualifications and Experience

·        BA/MA related to media or communication or comparable qualification

·        At lest 2 years of professional experience in this area

·        Ideally, basic knowledge of DTP or graphics applications

·        Very good working knowledge of ITC technologies (related software. phone  fax email internet) and computer applications (e.g.MS Office)

·        Good knowledge of English and other regional languages spoken in Pakistan

Job Description

·        Identifying communication relevant issues and assisting in formulation implementation oriented solutions for effective dissemination of key messages.

·        Further developing insetting in introducing innovation and change in the media management.

·        Managing knowledge by disseminating and documenting know-how, experience  and information.

·        Assists with coordinating media activities  planned for TVET Reform Support Programme

·        Assists with coordinating media activities planned for TVET Reform Support Programme

·        Assists the communication officer with all media activities (maintaining contacts with the national media, producing is national media folder, drafting and sending out press releases, compiling assembling and distributing media information materials for specific target groups)

·        Supports in organizing national media events and tours

·        Compiles media reviews (documentation and analysis of media reports on GIZ)

Job Title: IT Advisor (Reference No. TVET 2013/023)

Qualifications and Experience

·        Masters degree in Computer Science/ IT from a recognized National / International University or equivalent degree

·        At least three years professional experience in the IT Field software and IT infrastructure development

·        Experience in dealing with statistics and statistical analysis would be an added advantage

·        Outstanding working knowledge of ITC technologies (related software phone, fax, email, internet) and computer applications (e.g. MS Office)

·        Good knowledge of English and Urdu

·        Excellent analytical and problem solving skills

Job Description

·        Ensuring that the TVET IT system operates and functions correctly and complies with the software and hardware standards as well as the data protection policy of GIZ.

·        Providing technical support for the development of the skills development information system (SIS) TVET M & E for TEVTAs and other programme components, including database development / expansion.

·        Dealing with questions and problems relating to IT and its application in the context of the TVET programme

·        Providing advice for updating of computer software or hardware, when necessary

·        Manages and ensures general administration and development of the entire TVET IT System

·        Investigates IT application performance and functional problems

·        Analyses, investigates and recommends development of IT solutions for the TVET program

·        Advises on latest IT trends

·        Supports a good flow of communication and information through IT between all inv Develops databases and provides input into the development of data collection tools

·        Participates in data analysis, data modeling database design and analysis of the results; and prepare reports

·        Provides support to he development and implementation of the Skills Development information system (SIS) at NAVTTC

Job Senior Technical Advisor Accreditation

Qualifications and Experience

·        Masters degree in TECNICLA Education, Civil Engineering Economics or equivalent degree

·        At lest 10 years professional experience in a subject related to education or TVET

·        Experience with curricula development, accreditation or quality assurance in the public and/ or private sector

·        Good working knowledge of ITC

·        Very good knowledge of English and Urdu knowledge of German would be an advantage

·        Master degree in Technical Education Civil Engineering Economics or equivalent degree

·        At lest 10 years professional expedience in subject related 10 education or TVET

·        Experience with curricula development, accreditation or quality assurance in the public and/or provide sector.

·        Good working knowledge of ITC

·        Very good knowledge of English and Urdu knowledge of German would be an advantage

Job Description

·        Provides complex advisory services at institutional and decision making level on national and provincial level in an inter sectional and multi stakeholder environment.

·        Providing technical advice and support for the development of a national accreditation system for TVET providers and programmes in line with the quality management system antinodes cooperation with the international back stopper for accreditation

·        Implementing daily operational aspects related to the envelopment of the accreditation system

·        Supports the development of an external accreditation system and internal approaches to a Quality Management system (QMS) for public and provide TVET institute and progrmmes that complement each other

·        Advises on he establishment of criteria and standards which have to be met by public / private TVET institutes to achieve accreditation

·        Supports the development of procedures and guidelines for accreditation and QMS, inducing the necessary documentation such as application form certificate etc.

·        Supports the capacity development of NAVTTC and important partners involved in the accreditation systems leading to an efficiently operating accreditation network.

·        Supports the development and capacity building of public and private institutes for better understanding accreditation and associated benefits

·        Supports the integration of QMS in main stream TVET, in line with the draft NVOF

·        Support s linkage with national and international reputable organization to ensure that national TVET programme are creditable

·        Supports the development of assessment (trade testing) procedures and he certification system (initially) for the priority sectors of the Programme.

Job Title Two (2) technical advisor Curricula Implementation

(Reference NO. TVET 2013/025)

Qualifications and Experience

·         Masters degree holder in technical education, business administration, natural sciences, engineering sciences or other relevant field.

·         At least 5 years of professional experience in curricula development and implementation

·         Experience in planning of training infrastructure e.g training workshops, training kitchens training labs) would be an added advantage.

·         High level of interpersonal skills to facilitate collaborative engagement with curriculum developers, teachers, principals etc.

·         Familiarity with emerging technologies and their use in training environment

·         Ability to plan and facilitate targeted discussions regarding the implementation of modern training programmes

·         Capacity to learn actively and understand the development in the TVET sector in Pakistan and aborad as well as proven interest in technical education and vocational training

·         Experience as a TVET trainer would be and asset

·         Familiarity with modern learning theories and their application in training programmes

·         Ability to translate learning outcomes and learning content into the  needs of TVET institutes

Job Description

·         Cooperating with TVET institutes  which intend to implement these curricula

·         Providing advice to these TVET institutes based on modern teaching and learning methods and to introduce the specific competency based approach of the curricula

·         Cooperating with the administration of the TVET RSP in the field of procurement processes

·         Identifies TVET institutes which are interested to implement curricula

·         Analyze staff and infrastructure of TVET institute concerning their capacity to implement curricula

·         Decides whether specific curricula are suitable for concerned TVET institutes

·         Identifies support needs of TVET institutes in the context of curriculum implementation

·         Suggests useful and realistic infrastructure improvements for curricula implementing TVET institutes

·         Supports TVET institutes  during the procurement process for additional infrastructure and training/learning material

·         Suggests useful and realistic training activities for teaching staff

·         Informs training staff about the specific competency based approach and assessment strategies and provides some training in this context.

·         Gives advice about the transformation of curricula into timetables and work plan/ less plans

·         Coordinates and collaborates with active teachers and TVET institute management to evaluate the teaching experiences while applying the curricula

·         Monitors the curriculum implementation by visiting training centres and by analyzing related documents

·         Writes reports and other documents about the curriculum implementation process and the monitoring rules

·         Participates in the performance of tracer studies concerning the pass outs of these training programmes

Job Title Technical Advisor Monitoring & Evaluation (Reference NO. TVET 2013/026).

Qualification and Experience

·         University degree in statistics, social science, education economics or other relevant field

·         At least 2 years professional experience in a comparable position

·         Experience in M&E design and/or social or development research desirable as well as TVET background and knowledge of statistical analysis

·         Experience in project management and in working with international development partners

·         Personal integrity and  reliability

·         Flexibility in  taking new responsibilities when required and as requested by his/her supervisor

·         Good  working knowledge of ITC technologies (related  software phone, fax email internet)and computer applications (MS Office is a must, knowledge of SPSS or other statistical packages an advantage)

·         Strong managerial and organisational competence, good analytical thinking, strong orientation to implementation, ability to work under pressure, good social competence and team working abilities willingness to travel regularly

·         Very good knowledge of English and Urdu, other local languages a plus ideally a knowledge of German

Job Description

·         Implementation daily operational aspects of all issues related to technical M&E of FIT projects

·         Professing technical aspects and further developing FIT technical M&E in accordance with quality standards.

·         Maintaining of a good flow of communication and information between all FIT project partners and FIT Management

·         Supports FIT Management in revising FIT proposals and M&E documentation and data

·         Performs activity monitoring of ongoing FIT project.

·         Collates and complies FIT monthly financial and technical reports and follows up with FIT Partners on inconsistencies in monthly reports.

·         Coordinates with FIT partners, assists in preparing and conducting monitoring and carries out other activities required for implementing the projects.

·         Updated database for number of direct and indirect beneficiaries

·         Coordinates FIT team resources for monitoring visits and coordinates travel arrangements complies monitoring reports.

·         Follows up with FIT partners on issues identified during the M&E visit

·         Helps identify the needs of FIT partners and cooperates in related capacity building activities

·         Complies and documents achievements and challenges of FIT projects for institutional learning

·         Ensuring that the FIT technical M&E Process runs smoothly
